There is frenetic activity in what passes for the court chambers in the wake of the devastating Lion advance. Courtiers and functionaries scurry about, guards glance back and forth nervously.

Notably, Otomo Jitsuto and his miharu bodyguard stand in a corner, a focus of quiet amid the furious activity. The Otomo watches intently. So does the Seppun, if for different reasons.

Something is coming. It will pay to witness it.

One might question the wisdom of the court remaining. Certainly, no small number of functionaries had, and had already fled. Even then, those who remained were not even united by the Lion army surely advancing upon the city. Some still hoped their forces would rally, some hoped for deliverance either from unexpected reinforcements, or from the Heavens themselves if they prayed hard enough. A few were willing to die when the Lion came, and a few hoped for some sort of miraculous diplomatic solution that somehow gave the Lion nothing and the Crane everything. And there was at least one functionary who had somehow, somehow missed everything of relevance, even the faceless monsters, and was trying to gather a consensus on what sort of flowers the court should favor next year.

At the heart of this maelstrom, sat Doji Saori. It was hard to know what she was actually thinking. If her On fell, even for a moment, it would be the end for the Crane. She had weathered it all so far: a dispirited army commander, a lack of support from home and abroad, monsters, and a concerted Scorpion effort to reduce Naishou to a flaming garbage pit.

And yet, each new moment was another moment she had as Governor. She would not flee, not from the Scorpion. Not from the Lion. Not from the monsters. If she had to die, she would die upon the dias, her final act of Governor of Naishou. It was her destiny, and she would not be swayed from it.

There was a sudden change in the air. Like a storm had been building and building, and then there was a sudden silence, the moment before the full fury of the storm hit. All eyes were drawn to the chamber doors in anticipation of this being the moment the Lion army stormed the court with swords. Hands instinctively reached towards weapons, bodies tensed.

The doors to the courtroom slid open, and in marched....

Ikoma Shikei.

Proudly he walked into the courtroom, the song of the Lion roaring in his heart, and he bore a small cache of scrolls.


But what was even more surprising was who walked in the door with him.

"Well," he announces, "it seems a proper mess has been made of this."

"I apologize that things are not as you wish them to be, Miya-sama. With the permission of the governor, and under your supervision, I shall present the terms the Lion clan wishes to give to the Crane clan for their consideration. We hope that we can bring an end to the chaos of the region, and make it one that the Divine Empress, long may she reign, be proud of." he says.

Ikoma Shikei, whose words had killed far too many Cranes, alongside Miya Ansho, the man who had persecuted her clan under the guise of 'Imperial fairness.'

Saori may have preferred a Matsu Legion to have burst in. This felt far far too much like the Lion had done a diplomatic end run to invalidate the Miya's previous ruling and see her stripped of her Governorship.

So, she did the only thing she could do.

She bowed deeply to the entrance of the Miya, as was proper. She could hate the pair all she wanted to, but the Miya was still a direct agent of the infallible Empress.

"I would also like to apologize that things are not to your satisfaction, Miya-sama. We have encountered...."

She glared a bit at Shikei.

"difficulties fulfilling the mandate laid upon us. We have made good progress despite said difficulties, but if the Lion clan would care to present workable terms for an end to the hostilities, I am confident in the ability of the Crane to rise and surpass your expectations."

She knew that the Lion had them by the throat, but maybe, MAYBE the Miya's presence had some hope in it. But she doubted it.

Shikei bowed at the ackowledgement.

"With Miya-sama and Doji-sama's permission then..."

With the permission of both secured, Shikei made his remarks brief for an Ikoma. Most other clans and Imperials just couldn't appreciate a long speech in the middle of a war for some reason.

"It is clear to the Lion clan that Naishou province is in desperate need of assistance. Logistically, the Crane clan should be able to support and bring order to the province. Yet a string of military defeats paired with an inability to eradicate other forms of disorder have shown them unable to perform the most basic function of a governor: To Govern, and Govern Well.

On the other hand, the Lion clan has proven time and time again how effective they are at stemming threats to the Empire. However, it would be very difficult for the Lion clan to support Naishou province logistically, given it's location relative to our clan. If the Empress commands us to rule Naishou, then we shall rule it to the standards that would make Akodo proud. However, we propose a compromise between our clan and the Crane clan. This compromise will commit them to the ruling of the province, while compensating the Lion clan for the strength we will lend them."

Well, brief for an Ikoma that is....

He presented the terms to the Governor:

The Crane will retain control of the province under a set of agreed upon stipulations:

1. All income for the province will be directed solely towards rebuilding the province, maintaining the province, and paying war reparations to the Lion clan. The Crane will match every coin produced by the province with funding from outside the province. A report will be submitted to the Lion clan from an agreed upon Emerald Magistrate at tax season to ensure that these stipulations are met for a period of five years.

2. The Crane will furthermore commit to the following projects:

A) The rebuilding of the southern commercial port .
B) The construction of a proper military academy centered around Jimchi Keep
C) The northern pass expansion
D) The construction of a proper temple in Ichinori Mura to combat supernatural threats originating in the Kawa.

3. The Crane will appoint a series of military advisers from the Lion clan to key personnel with the province. These advisers will marry in to the Crane clan, but their appointments will remain unchanged for at least 5 years, unless promoted to a demonstrably higher position and their replacement is found acceptable to the Lion.

A) Matsu Retsuhime will marry Kakita Seisho, and be the military advisor to the Governor of Toshi no Naishou.
B) Akodo Sunshin will marry a Crane of appropriate status and be the commander of Jimchi Keep
C) Four lions of rank will serve under Matsu Retsuhime, each tasked with advising upon military matters within one fourth of the province.

4) The Lion and the Crane will agree to this peace, and consider the matters that led to the war resolved.

"In accordance with one of the oldest of Imperial laws, that being both that the Righteous Empress' lands shall be tended by those who can defend them, and that steel guided by the Heavens shall determine the outcome of conflict that cannot be resolved with words, it is the will of the Righteous Empress, Toturi II, that the conflict end and the Lion be recognized as the proper victors," orates Ansho. "There is, however, no objection to this offer. The Crane will now either accept the treaty offered by the Lion, or cede the province to them as the Empress has decreed."

You could almost see a hundred, 'But what if we....' arguments of the Crane functionaries brutally crushed before they could be made by the Miya's announcement.

It was.....a very very bitter pill for Saori to swallow. Reparations to an aggressor. The province's one symbol of military pride ceded to a Lion who had pushed for war. 'Advisors' that might wear powder blue but would always be Lion at heart. Loss of discretion over their own finances. She may as well be a figurehead, a mere puppet to amuse the Lion.

The equally unpalatable choice was to cede the province to the Lion. She would be forever known as a failed governor. The people would be ground under the Lion heel as they took a province known for it's spirituality and hammered it into submission. Rather than the heart of spirituality and learning that Shiba Gaijitsu wanted, it would be a training ground, and advanced camp of the Lion right on the border of their own lands.


The words were heavy, but what choice did she have?

"The Crane will of course, act in accordance with the Divine Empress's wishes, long may she reign. We will....accept the terms laid out by the Lion clan. Let Naishou know peace once more." she said.

"Then I leave it to the Crane to prepare," says Ansho with a nod. "The eye of the Imperial Court and the Empress herself has turned to Naishou, and many now wish to see the land that has driven three clans to war while Rokugan still recovers from the depredations of the Bloodspeaker."

He strides forward confidently, taking a spot on the dais beside the governor and turning to face the gathered court.

"Therefore, let it be known that the Righteous Empress, long may she reign, has chosen to hold the Imperial Winter Court in Toshi no Naishou this year. I would strongly advise that you be ready to receive and host the event."

Shikei felt an immense satisfaction that this burden would not be laid upon the Lion. It seemed fitting as well. The Crane seemed to delight in sending courtiers when steel and prayer was needed. Obviously, they were best suited to host the event. Not to mention that forcing the Crane to pour money in to the province would only benefit the Lion reparations.

Shikei bowed deeply at the announcement.

"The Lion Clan will pledge to send our very best to attend the event, and look forward to seeing the wonders the Crane clan will provide in a few months." he said, making his voice as humble as he possibly could.

It was through greatest effort of control that kept Saori's On from cracking.

The difference between, 'We will transform this war torn, monster-infested land into a functional province.' and 'We'll be ready to host the Empress herself for court in just a few months' was about as far apart as encouraging a baby's first steps and being a long-distance runner.

Money and resources were going to have to flood into the province to pull off this sort of miracle.

However, the alternative was failure directly in the eyes of the Empress.

She bowed deeply against to Ansho.

"The Crane will be ready Miya-sama." she confirmed.

Somehow.
